On Oct. 4 at 2:46 p.m., a traffic stop was conducted at the intersection of Grand Ave. and Bluff St. in the City of Beloit. The Deputy initiated the traffic stop due to the vehicle not having a front license plate and a cracked windshield. The suspect pulled into a private parking lot and the Deputy observed the driver toss an item out of the window before stopping. The item was later recovered and determined to be a metal pipe that was being used to smoke Marijuana. Further investigation at the stop, lead to the suspicion of possible impairment of the driver. Clues of impairment were noted while the driver performed field sobriety tests.

The driver, Abdel Mutay Mohamed, 22, of Beloit was subsequently arrested for DUI while intoxicated, fourth offense. Mohamed was also cited for Operating after Revocation and Operating a Motor Vehicle with No Insurance. In addition, Mohamed was arrested for Possession of Drug Paraphernalia and a Probation Violation. Mohamed was transported to the Rock County Jail where he refused a legal blood draw. A search warrant was drafted and the legal blood draw was performed and the results are pending. Mohamed was held at the Rock County Jail on the Probation Violation.
